CIVILIAN EMPLOYEES


While adding this list of all of the former Commanding Officers, we must also reflect on the great number of civilian personnel who have been employed by NAESU and have seen most of the Commanding Officers come and go.

The first civilian name that came to mind, was Oscar Semora. Oscar was appointed as the first Technical Director of NAESU back in 1994. That made a lot of sense. Commanding Officers were assigned to NAESU for a maximum of four years, two years as XO, and then moving up to the Skipper's position for the remaining two years. The head civilian, permanently assigned at NAESU Headquarters ,provided stability and continuity, and was very instrumental in bringing the new skipper up to date on what was happening within the NAESU ranks. Oscar was uniquely qualified to do that. He joined NAESU back in 1959 as a "B" Tech Rep at NAS Quonset Point, RI, working for "Land Air" which later became Dynalectron. Oscar took care of the Engine Analyzers as a contractor rep until 1962. In 1962 he took the NAESU "A" exam and after several months training at NAESU Headquarters was sent to NAS Patuxent River, MD as an Inertial Navigation rep on the Litton LN-2C, the INS system aboard the Navy's P3A Orion. In 1965 he served in a similar position at NAS Brunswick ME.


In 1966, Oscar was appointed a Staff Engineer at NAESU Headquarters in Philadelphia, and in 1968 became the GSE/E2 Program Manager. In 1972 the S3 Program was added to his responsibilities. Oscar was also in charge of the "NAESU Conversion Program". In 1984 Oscar was selected as the ETS Department Head, a position he held until being selected as the first Technical Director of NAESU in 1994. He held that position until he retired in June of 1996.
